This item can be obtained via Blueprint/Drops from Item Series (RL Beach Blast & RL Beach Blast (Unlocked)) or occasionally through the in-game Item Shop, where it was for sale once for 900 Credits. It's also available in Rocket League Sideswipe. Before Psyonix removed player to player trading from Rocket League it was obtainable through trading.
