Haag Group is a Luxury Avatar Border that does not come painted. This item was originally obtainable by reaching Tier 18 of the Free Rocket Pass Season 12, but this Rocket Pass has since ended. Currently, the only way to obtain it is occasionally through the in-game Item Shop, where it has been for sale 3 times for 400 Credits. It's an exclusive Rocket League Sideswipe item and is not obtainable in regular Rocket League.
