Mraz, DuBuque and Bogan are Deluxe Wheels that do not come painted. This item can be obtained occasionally through the in-game Item Shop, where it has been for sale 10 times for 300 Credits. Before Psyonix removed player to player trading from Rocket League it was obtainable through trading. It's an exclusive Rocket League Sideswipe item and is not obtainable in regular Rocket League.
