I have no idea who this guy is. It could be the pro your talking about. BUT on steam you can make your rl name anything so it could be a copy. Also with a rlcs title i know a pro booster who says that rlcs titles are easy to get and he said even a low gc could get one of those titles. So he could be real BUT there is a chance its someone impersonating. Idk tho 🤷‍♂️
