Add legacy decal search system

On mobile, the new decal search system is very difficult to use. Instead of being able to sort by rarity or release date, it sorts by car above all else. This makes it extremely complex to find a specific decal. Additionally, this makes the results inaccurate, because black markets are no longer at the top when searching by quality. Please add an option to not filter the decals by car.
