O'Conner, Dibbert and Schaefer is a Base Decal that comes in all paints. It may come in Luxury quality, depending on the paint or how the item was obtained. This item was originally obtainable by reaching Tier 61 of the Premium Rocket Pass Season 15, but this Rocket Pass has since ended. Currently, the only way to obtain it is occasionally through the in-game Item Shop, where it was for sale once for 50 Credits. It's also available in Rocket League Sideswipe. Before Psyonix removed player to player trading from Rocket League it was obtainable through trading.
