This item can be obtained via Blueprint/Drops from Item Series (Season 1) or occasionally through the in-game Item Shop, where it was for sale once for 50 Credits. It's also available in Rocket League Sideswipe. Before Psyonix removed player to player trading from Rocket League it was obtainable through trading.
