This item was originally obtainable by reaching Tier 1 of the Premium Rocket Pass Season 15, but this Rocket Pass has since ended. Before Psyonix removed player to player trading from Rocket League it was obtainable through trading. It's an exclusive Rocket League Sideswipe item and is not obtainable in regular Rocket League.
