reporting people without their RL Garage name

When I'm selling items I often get PSN friend requests and then during a trade with them they try a slight of hand scam (overpay by a lot and accept, then back out to instantly take away credits or a tw item with striker changed for colourless version with striker) even though I have a recording of their scam attempt. I can't do anything about it because if I search their account on RL Garage it doesn't show up. So I was wondering is there a way to report their PSN to get the account blacklisted from the site (I know a smurf account bypasses this blacklisting but atleast it's punishable)
