Cant use black market decals on car designs

What you were trying to do:
Do a design using the interstellar decal or any black market decal.

What you expected to happen:
The decal should appear when i search it.

What actually happened:
The decal doesn't appear, no matter what i do, the only decals i can search are the ones only for the car im using.
