Problem with License Agreement

Hello guys, I need your help. Every time I want to play with a duo, I can‘t because it says I didn‘t accept the Licence Agreements, and when I agree them in game it doesn‘t work and the message keeps coming and I can‘t play with anyone else. Can anyone help? I play on PS4 and I‘m not over 18.
