Remove matchmaking ban - 5 minutes??

I'd appreciate the feature if every game @ every moment was "vote to concede" but its not i only see vote to concede when they score and what I'm being punished because i refuse to play with players that deny you everything because they cant play the game and nudge you in scoring opportunities and touch the ball when your making saves whilst passing it to the oppos. I'm punished for that because i refuse to play with them? wheres their punishment??
